This is because there extremely high poverty levels hence no good health services provision (Hall, 1998). Therefore, this has led to many deaths in many developing countries due to inappropriate health measures.
In dealing with residential age care, many developing countries in relation to health matters, have not taken into consideration and effectively act upon that issue. In most continents, especially in developed countries, different theoretical approaches have been developed to effectively deal with the issue of health policy agenda setting.
