Since not a single study has exclusively explored priority setting at the hospital level only, the report indulged in a rigorous literature research of past studies to collect relevant data as far as the topic is concerned. Multiple searches were made on various websites including. PubMed, EDSCOHST, Eco Lit database, Google Scholar, WHO, World Bank, US Aid, just to name but a few. The process of the literature search was limited to studies that were conducted and published between January 1990 and December 2012. Once the relevant studies were selected, they were classified based on four major characteristics to ease the process of data mining. The basis of classification included. the country where the studies were conducted, the design of the studies, the objective of the studies as well as the priority setting activities that the particular studies explored. Analysis of the papers that were selected involved skimming through the studies to familiarize with the outline and contents of the documents to ensure they are in line or rather they have ideas that deal with priority setting at the meso level. Additionally, a policy analysis framework was conducted based on context, content, actors and process. The next step involved gathering data from the selected papers by importing them into NVIVO version 10 whereby they were coded according to the desired thematic framework and references before information was lifted and rearranged according to the thematic structure and then summarized in charts to give a better understanding of the analysis (Barasa et al., 2014).
