Define "Modernity" and answer the following: What are your views on the debate over genocide and modernity? Do you think genocide is fundamentally an accident phenomenon, or does it have distinctively modern features?

I was assigned this question in my Criminology course, and do not understand how/what to write about. Minimum is 3 pages. If someone could write it for me to use as a frame work for my answer or at least give me a solid thesis + arguments it would be VERY greatly appreciated. Thank you!
