"Everybody Expects to be Paid Back"

From the attached reading "The Good Guys (and Gals) Guide to Office Politics", the highlighted rule is Everybody Expects to be Paid Back. Do you think that's true? Why or why not? Some balance to this advice in the workplace is offered in the Readings for week 3 article - "Reciprocity"
