Do you believe that health care is a basic human right available to everyone or is it a Privilege for those who can afford it?

Do you believe that health care is a basic human right available to everyone or is it a Privilege for those who can afford it? In an example Obamacare is a step in the right direction, in my opinion, but does not go far enough.
