Essay I.  Sales Tax on Services: Assume that you live in a state that does not currently impose a sales tax on the provision of services.   You have been asked to prepare proposals to tax services. Which services, if any, should be taxed? Which services, if any, should be exempted? Please answer each of the questions posed - and any related questions that you may wish to raise - and explain your position.  With respect to each position taken by you, you should present the arguments that may be made against the position that you are taking, as well as the arguments in favor of the position.
