For the second case study, you will choose an intergovernmental issue to analyze. The issue can be of a horizontal (city-city) or vertical (federal-state) from anywhere across the country. There are more intergovernmental issues than you may realize! Again, the topic should NOT be one covered in the readings or lecture. I will confirm or discuss alternatives to the cases you choose via email. Similar to the first case study, try not to spend too much time simply describing the issue (1-2 paragraphs tops). Apply the material from the course, including at least two of the main content fields from the course (legal, political, fiscal, and administrative aspects) to analyze the case. Similar to the first case study, you are expected to cite the literature in the textbook. You may also offer up solutions to the case if there has not been one yet, but discuss the trade-offs between the different potential solutions.

Additionally, prepare a 5 minute presentation on your case for the class, to be posted toCase Study 2 Presentation Videodiscussion page by 7/31/20.This should also include ONE slide, similar to a poster presentation. The slide should not contain all of the text of your case study, nor should you read your case study in the presentation. Think of the best way to share the most pertinent aspects of the case to the class in a five minute period. Five minutes is shorter than you think!

You must also comment on 5 of your classmate’s videos in the discussion with something relevant to the case they presented. Comments are due by 8/3/2020.

Case study and video should be submitted online on the due date. Grading will be as follows:

  • 1 point for submitting topic to me on time
  • 22 points for written case study
  • 5 points for presentation and slide
  • 2 points for commenting on 5 classmate’s presentations

Universal Requirements

1. Case studies should be5 pages total, typed, in 12 point font, double spaced, with 1 inch margins. References should be listed on a separate page and not part of your 5-pages of discussion. This does not include a title page, or if it does, title page does not count towards total page length. For example, if you submit a paper that is 3 pages long, including a title page and a page of references, your paper is effectively one page long. Paper length is the number of pages with the main text.

2. Successful work requires reasonable proficiency in writing skills (grammar, spelling, syntax, use of paragraphs and punctuation), as well as proper documentation of sources and citation of references (APA recent edition).
