Does the government have a greater responsibility to address natural hazards over other type hazards? Discuss two major differences between a natural hazard such as the 2007 California wildfires and a technological hazard such as a critical infrastructure failure like the power grid failure on  August 14, 2003. Specifically, address how the response to these hazards may differ and some of the challenges that first responders will face.
