State and local agencies are the "first responders" for emergency management, but critical infrastructure needs to be protected for the national interest. Domestic terrorism divides our country and reinforces the hate towards each other that persists in our nation. International terrorism undermines the blanket of security we live under and threatens our critical infrastructure. Emergency management response efforts are crucial to rebuilding the national psyche after devastating events such as terrorist attacks and natural disasters.
