Dear Jone,

I am writing this letter of interest in regards to the Assistant Director, Department of Tax and Collections. I was made aware of this position through Santa Clara Counties recruitment page. One the reasons I am interested in this position is due to Department of Tax and Collections Mission Statement. I am drawn to the statement "maximize collections of accounts receivable at the least possible cost, while providing the highest quality of service". The statement resonated with me because my career as Investigator Collector I focus my objective within this capacity is to bring in new and existing revenue to the department.   

Revenue  

My responsibilities as an Interim Senior Investigator Collector are both strategic and thought provoking. I create strategic plan to enhance and measure business tax revenue and annual receivable targets. My success has been due to segmenting revenue, isolating key driver causing problems, and exploring possible resolutions. I also, focus my attention on comparison of the current fiscal year revenue results in comparison to prior fiscal year revenue results. In contrast to revenue collections, increase Return on Investments (ROI), and monitoring delinquency periods such as 30, 60, 90, etc..

Quarterly Collection Report

Part of my responsibilities consisted of creating a collection report. which is constructed by means of pivot tables, statistical formulas, and query reports. This report would then be presented to Senior Management and the Director of the Finance Department. The report is compiled of data and transferred to an excel spreadsheet. I categorized the report in the following.

Ø Investigator Collectors I and II collections

Ø Support Staff collections

Ø Business Improvement District (BID)collections

Ø Collection Burero of America (CBA) collections

In order the report to be completed I coordinated with all areas of collections by planning and organizing.

Monthly Renewal

My current role as an Interim Senior Investigator Collector requires me to oversee a staff in collection and billing capacity through business tax. This role requires collection of revenue and enforcing various codes and ordinances in a accurate, timely, and equitable matter. One of my responsibilities is planning, organizing, and executing business tax monthly renewal. One of the ways I have been able to further enhance the efficiencies and effectiveness of planning is from one of my graduate business courses. The course was called Forecasting & Operations Management. This was a strategic approach allowed our group to be customer focused and department mission statement. I then pushed the planning process forward through the following 1. Focus on goals 2. Set realistic deadlines 3. Set aside planning process 4. Understand we need to be flexible, and focus on results. As a result improved effieciencs by 15% and prevent the use of overtime. I was also responsible for evaluating Investigator Collector I/II collection, delinquent, and billing statistics through queries reports from our departments business tax system (BTS). For Example, Investigator Collectors I/II are assigned specific alphabetical letters for their individual districts and required to collect on delinquent accounts. Roughly 40% of Investigator responsibility is collecting on delinquent Accounts, which vary by size either small, mid or even large companies such as Ebay or Cisco. At the end of each quarter, I compile statistical analysis for each of the Investigator Collectors and I sit individually to review accomplishments and shortfalls. While reviewing, I will mentor and coach IC's identify opportunities and for new achievements in the future. Depending on situation I recommend IC's have a better handle on various resources such as best use of department best practices and policies and procedures, resources i.e Franchise Tax Board (FTB) or local California Municipal Revenue & Tax Association (CMRTA) or online training

Tax Auditing

The city of San Jose conducts audits in accordance with the standard applicable to financial audits contained in Government Auditing Standards. Audits look over financial reporting as a basis for designing audit circumstances. Audits include examining, test, interviewing, and assessing financial documents. As an Investigator Collector II part of my responsibility was to conduct field investigations on accounts that are delinquent or are not in compliance with the City of San Jose business tax program. The San Jose Municipal code 4.76.70 states Engaged in business meaning commencing, conducting, operating, and in a fixed location within the City is required to have a business tax certificate.

For Instance, in fiscal year 2017 - 2018 I conducted on onsite field audit on a business that had been operating for five years and had 50 employees, but did not have a business tax account. I reviewed the companies financial statements, payroll document reported to Employment Development Department (EDD), all prior year lease agreements, and City of San Jose internal audit document to verify number of employees. As a result the company did not have a business tax account. The company was back billed three prior years plus current of business tax, penalty, and interest. The company paid the amount owed, now in compliance, and new source of revenue for the city. 

This position aligns with my career goals. Obtaining my Masters of Business Administration I bring sound and effective business strategies to County of Santa Clara vision and mission. I completed specific courses that are required to be effective as Assistant Director Departme, such as Managing and Leading Organizations, Business Strategy, Forecasting & Operations, and Data Analysis. Me completing my Masters of Business Administration I will add value by review and develop short and long term business goals to achieve sustainable competitive advantage
