If this new lamp also would not turn on then it would be certain that there is no electricity in the house. The way this would be scientifically assessed is narrated a follows:

Analysis: Either the bulb would glow or it would not glow. If the bulb glows in the second lamp then it may be decided that there has been a fault in the wiring of the initial lamp that was attempted to be turned on when the person reached home.
