This paper must be both comprehensive and concise and must be geared toward informing policy makers, governmental leaders, emergency managers, or private-sector executives. Avoid the passive voice wherever possible. The research paper should contain the student�s own perspective and analysis, backed up by evidence, data, and support to bolster the views, conclusions, and recommendations of the student.
