It is easier to do it the other way round in that you derive the fraction first.

For decimals you have in order of unit size:

##"decimal point "1/10+1/100+1/1000##

So for the decimal given we have:

##6/10+6/100+7/1000##

This can be written as: ##667/1000## '~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~

To convert this to the non fraction form of percentage we do this:

##667/1000 xx100 = 66.7%##

Expressed as a percent fraction this is ##(66.7)/100##

But we do not like decimal values as a numerator so we are back to

##(66.7xx10)/(100xx10)=667/1000##
