In the last scene of this simulation, the mayor and the public health director present two models for involving the public in discussions about the PCB situation. The mayor favors a town hall approach, while the public health director prefers the consolidation conference approach.

As you did in the previous Riverbend City discussion question, assume the role of a public administration consultant. Write a memo with your recommendations on how best to involve the public in this discussion. Your recommendations may align with the mayor's preferences, the public health director's preference, or a combination of the two—or perhaps your recommendations reflect an entirely different approach. Explain your recommendations carefully, and support your recommendations with relevant readings and theories.
