Human Displacement amp; Refugees PO 326 Final Discussion and Reflection Paper Due April 18 4pm: Can and should states control migration?

The thesis could be something like: let's grant the refugees amnesty in certain circumstances---- we should deter the irregular migrants from settling in countries illegally, but we should grant them amnesty given certain factors
