Conduct a hypothesis test (using either the p-value approach or the critical value approach) to determine if the proportion of all business students at Rocky University who were not involved in some type of cheating is less than that of all business students elsewhere. Use α = 0.05. Do not forget to include the correctly worded hypotheses.

This is what I have but I do not think it is right...

The proportion of business students at Rocky University who were not involved in some type of cheating is the same or greater than that of business students elsewhere; H0: p≥0.10

The proportion of business students at Rocky University who were not involved in some type of cheating is less than that of business students elsewhere; Ha: p<0.10

90% of students admitted to cheating (0.90)

Proportion on non cheating students 1-.90=0.10

Significance level is α = 0.05,

 = sample proportion of non-cheating students in Rocky University = 10/90 = 1/9.

Test Statistic < -Z0.05 = -.4801

Z=  = -0.3514

My main concern is I am not sure how to find the test statistic of -Z0.05. Explanation on that would be greatly appreciated as well as any pointers on how to correct this problem.
