The outline needs to include in-text citations for all references from the reference list.  Do not include references in the annotated reference list that are not synthesized and cited in-text in the body of the outline.

Annotated references list of at least 5-7 peer-reviewed journal articles.  These articles need to be representative of literature search to date.  Outline should be a minimum of five sections with headings, including the references section.  Evaluates strengths and weaknesses of references.
