(Tourismvic.com 2006) In order to meet the intended objectives the council must first ask what tourism is. The answer to that question is "Tourism is a very difficult term to define. Several scholars have attempted to answer what tourism is. however, there is not a widely accepted definition." (Ballarat, 2006) Actually, some researchers have argued that such a definition is impossible to formula (Krzysztof, 1999 p 9) positively, since tourism is studied by different disciplines according to each of its facets, many authors have provided a partial rather than a holistic approach Ibid. page 11 It is important to take economic growth when evaluating the growth of tourism in Victoria.
When evaluating economic growth in Victoria and how vital of a role each has on the other some important factors need to be in clouded in the study so that the council can get an accurate idea of rhe significance of the existing tourism in Victoria and what to expect in the future. The majority of the literature on industry clusters is focused on the actual definition of a cluster. In order to do this the council should cluster tourism in the present economy of Victoria. The very basic definition of an industry cluster is "geographical concentrations of industries that gain performance advantages through co-location (Doeringer and Terkla 1995, pg.225)." Porter (1997) has proposed incorporating industry cluster policy into city economic development and tourism will be included in these city-planning projects. If this is done, it will enable city planners and councils to gain a competitive advantage from the location.
