Using these powers and those he claimed were inherent presidential powers under Article II of the U.S. Constitution as the commander-in-chief, President George W. Bush issued an executive order authorizing the National Security Administration (NSA) to launch a program it called the Terrorist Surveillance Program (TSP) in an attempt to prevent more terrorist attacks on the United States.
