Is it possible and doable to combine one or more steps in the decision-making process to determine countermeasures into one?

Is it possible and doable to combine one or more steps in the decision-making process to determine countermeasures into one? For example streamline the process from 5 steps to four by combining the analyzing and evaluating the risk steps together. I'm trying to understand why these should be separate.
