Cyber issues pose several threats to U.S. National Security.  In the readings for this module and the Harknett and Stever article from Module 1, these threats are discussed and potential policy options explored. This activity is designed to have you begin the process of balancing the threats with the resources available to then generate the policy responses.  This is the classic challenge in strategy formulation of ends, ways, and means where the ends are your strategic objectives, the ways are the policies you will implement to get to the ends, and the means are the resources you have available to execute the ways.
