Problem identification is always the best place to start. Data synthesis provides researchers with the needed tools to make informed and calculated decisions regarding the desired health policy changes. Additionally, it is equally important to identify and describe policy options that will eventually lead to positive health care outcomes for patients. Once options are agreed upon, a strategy and policy development process can come to fruition. It is important to recognize that outcome monitoring centered on universal benchmarks should be used regularly to ensure compliance and that outcome data meets professional expectations. Following this process ensures hidden assumptions are mitigated, and leadership can successfully move toward the desired policy changes.
