While the Governor maintained that he was hit by a second bullet - thereby maintaining that there was a second gunman in addition to Lee Harvey Oswald- he refused to provide consent to have the bullet fragments extracted from his body for evidence as part of the on-going investigation of "Who Shot JFK?"
