1. What common obstacles exist to public policy evaluation?

2. How can the policy evaluator mitigate, reduce, or eliminate the obstacles?  

3. Discuss RFPs and requests for proposals and how they are manipulated in a government environment....we were trying to figure out the health care contract for the NYC DOC...a quasi nonprofit, medical provider.
