Write short answers (e.g., one or two paragraphs) in response to two of the following questions. Be sure to answer all parts of the question.

1. Article I, Section 8 of the U.S. Constitution articulates the "supremacy clause." Explain what this clause is and what it means. Why it is at odds with the Ninth and Tenth Amendments of the Constitution? Give an example of the supremacy clause in action, drawing on a Supreme Court case. Explain why supporters of the Ninth and Tenth Amendments would be displeased with the Supreme Court ruling that you have chosen.

2. Explain what is at issue in Roe v. Wade (1973) and how it has bearing on the topics of federalism and civil liberties. Explain what is meant by the term "penumbra." Does the United States Constitution contain penumbra, in your opinion? Why or why not? Be specific.

3. Explain the disagreement between Federalists and Anti-Federalists at the time of the Philadelphia Convention. What was the central ideological divide between these two groups and why were they so committed to their cause? Explain how each side's wishes are reflected in the Constitution.
