Members of Congress are elected to represent the people. But does Congress look like America? Why or why not? Does that matter?  Do these characteristics of Congress have any influence on its ability (or inability) to effectively represent the people? Discuss the difference between descriptive and substantive representation. Which do you think American voters should consider when voting for representatives?
