Political science: What can Presidents do to minimise the problem of bureaucratic drift?

Discuss the following;

1. When a new president takes office and appoints new leaders to the cabinet and independent agencies, there is an opportunity for bureaucratic drift during the transition. What do you think presidents can do to minimize this problem and begin implementing his, and someday her, policies immediately?

2. When a substitute teacher comes to class, students often pay less attention, act out more, and accomplish little. One reason for this is that students know they are not likely to see the substitute again, just as permanent bureaucrats know that their new cabinet secretary will not be there forever.

What can substitute teachers do to keep students in line, and do you see any parallels between those strategies and what a new cabinet secretary might do to get off on the right foot?
