46. From the Monday (9 November)  lecture (or other sources) evaluate the precautionary principle from the perspective of its relevance to environmental pollution and climate change. Do you think those who produce or use chemicals with toxic potential have a duty to see that they do not cause harm (i.e. may be held liable if they do).

Reading the section on Product markets and trade reform (193 ff of World Development Report 2006) do you think the success by industries in ensuring that GMOs do not need to be labeled in the U.S. (arguing that they are “substantially the same” as non GMO varieties even though  the same industry argues that they can be patented because they are substantially different from normal varieties) represents elite capture of  commodity markets? Would labeling bring competition and, perhaps, drive out GMO varieties? Is industry and the government then colluding to reduce competition?
