Write a one page essay describing how the 12 step protocol works to analyze a suspect. Then create a hypothetical scenario of an officer pulling someone over for suspected DUI. Describe what the officer would do using this technique to try and establish probable cause for an arrest for DUI. Please understand that this is just used as probable cause to have an official state administered test conducted and/or a blood alcohol and it is those results that result in a formal charge and conviction for DUI. When you create your scenario, be realistic. For example although mentioned as one of the 12 steps police typically will not take a suspects temperature, blood pressure and pulse on the side of the road. DRE's are issued a kit containing this equipment when they get their certification but weather conditions may prohibit this, the suspect may not be cooperative, the suspect may be viewed as a threat, and they don't have a convenient "black room" on the side of the road either. So, what typically happens is they do enough of these 12 steps to establish probable cause and stop at that point or if the suspect is fully cooperative and will voluntairlygo to headquarters, then the officer might be able to do all 12 steps once they are in a controlled environment.
