For educational leaders to begin their work they must first conduct a needs assessment by using data, a model known as data driven decision making (DDDM).  It is important to know the different forms of data and all that is entailed in them.  “One assumption underlying these policies is that data use will enhance decisions about how to allocate resources and improve teaching and learning” (Ikemoto, Schuyler & Marsh, 2007).

The most important parts of an organization for a leader to make change seeking to assess, evaluate and innovate is being able to focus on the people and the process.  Cordeiro & Cunningham (2012) suggests that educational leaders “must create a learning culture that provides a forum of risk, novelty, experimentation, challenge, redirects and personalizes learning.”  In this organizational flow the educational leader must be able to communicate the what’s and the why’s. They must also collectively collaborate with others.  Also, they must have commitment. All of these are essential for a leader to be able to build a solid foundation around the infrastructure of education and the environment in which they serve.
