For your essay paper, discuss how the attacks of 9/11 brought the various emergency service agencies together, and as a result what programs were implemented. Address how the Federal Emergency Management Agency (FEMA) adopted an “all-hands” approach to evaluating, planning, assisting, and recovering from terrorist attacks. Include a section that talks about other types of emergencies and the importance of identifying threat vulnerabilities.
