Should Social Workers be responsible for advocating to eliminate the death penalty?

There can be serious communication barriers between Social Workers and DOC employees. Often this can be addressed by the Social Worker. What would you do to address the issues of communication? Can Social Workers breakdown some of these barriers? If so how should they go about it
