Home rule most often involved a subject-group’s control of domestic matters such as legislating civilian laws and regulations anddeveloping infrastructure such as roads or sanitation systems. A dominant government ordynastic center would then control foreign policy, diplomacy, the military, and in some casesfinances. In other words, most instances of home rule did not include full sovereignty. After the disastrous famine in the "hungry forties,” the Irish attributed their situation tounfair treatment of their people. Despite Great Britain’s promotion of its values as the fairestand most civilized, the Irish charged, English people devastated Ireland by ruthlesslyexploiting farmers and other workers. Irish leaders proposed that the British governmentstop being hypocritical and give Ireland the freedom — if only the partial autonomy of homerule — on which English leaders based their liberalism.
