And now there were all those noises about environmental issues. Phil w as known for his judgment, his loyalty to the institution, and his can-do attitude, but this was too much. First, there were those people from the Student Coalition for Environmental Action who wanted him to rebid his food service paper and plast ics contract to drop all the plastic items and substitute biodegradable materials. He shuddered to think of the horrible problems he would have getting all the campus users to accept the substitu te items, and anyway, biodegradable products were probably going to be more expensive. The same was true about recycled xerogr aphic bond. There had been an increasing number of inquiries recently from people in smaller departments who said they were interested in buying recycled paper. But he knew how particul ar the big paper users were about their copy quality and he was willing to bet that they woul dn't go along. He also suspected that they wouldn't tolerate any cost increases right now. Then there was that freon he went ahead and bought for the physical plant people, even though he knew that freon was an environmental problem. But he hadn't had time to question it or look for an alternate product. Finally, there was the pressure to add an office paper recycling project to his surplus property disposal program. He knew from long experience that the administration wouldn't tolerate any program that didn't pay for itself, and what with the added collection and sorting costs, along with the low price he would probably be able to get for scrap paper, he suspected such a venture didn't stand a chance of being approved. Thank God the campus's buying activity w as down a bit because of the budget situation. It was the only thing keeping his head above water. Phil saw these environmental issues as sleeping dogs, and he was glad when he decided to let them lie.
