The U.S. Coast Guard is trying to be more effective in their operations and one key concern is the lack of manpower to cover all of the areas they need to patrol. They have decided that it is necessary to increase the number of total employees. 

However, they are not receiving enough quality applications. They would especially like to be able to increase their coverage near the U.S. border with Mexico, in the area near Baja California.
