This ~150-word memo should inform me of your topic, why you feel as though you are particularly equipped to address this procedure, explain some challenges that might occur in documenting the process, and how you will obtain access to the technologies necessary to complete the manual.

As these memos are short and informal (intended for internal use), you should make sure your content can fit on one screen.
