Unit 3: National Preparedness System, Risk Factors, and Scenarios 

1. Review the Torrancetown disaster you chose for the Unit 1 discussion board. Then, apply Step 1 of the THIRA process by deciding which of Torrancetown’s core capabilities was “most challenged” by this disaster. Use Figure 7 in the CPG 201 document to help narrow down your core capability choice. Briefly explain your reasoning, keeping in mind there is no right or wrong answer.

2. Identify which part of the whole community would be most affected by  identified core capability challenge (i.e. which population/individuals/group in the community may be most vulnerable because of this challenge?). Briefly explain your reasoning.
