1.)  An effective emergency operations plan requires commitment from the agency staff and the community.  A complete training plan should include realistic training exercises that incorporate simulations and accurate response times and that are evaluated for accuracy (Woodcock, 1994). As an Emergency Manager in your local community, briefly, describe how you would validate your plan. Discuss the planning steps to the exercise (table top and/or full-scale), how you plan to integrate outside agencies and a brief description of execution.
