W1d2: Welfare Fraud: Legal Elements of Fraud

I tend to agree with Mr. Porter; while welfare fraud is continuing to cost millions of dollars for the taxpayers and the governments, I think that those convicted should have to repay what benefits they received illegally. Those sent to jail will not be able to repay, for that matter they are still costing everyone money by having to house them in lockup. Those who are sentenced to house arrest or probation will have to pay fines and fees but that will be nothing compared to what they have taken. What is your opinion on the subject?
