I think you have taken a broad approach to the problem. That is OK. But take a more narrow view. Look at the Great Lakes Task Forces (http://northeastmidwestinstitute.attckstaging.com/?p=578). These have been around since the 1980s primarily to set controls on water use by various states. They also look at environmental issues. Look at the website. What are the strengths and weaknesses of this approach to resource management?
