There are originally 5 electrons in nitrogen but now 6 due to the addition electron from the ion.
On one side nitrogen forms a double covalent bond with oxygen, on the other hand nitrogen forms a dative bond with the other oxygen (sharing its pair of electron, where all of the shared electrons belongs to one atom). Hence this is the Lewis structure.
