When adjusting to government failures, values play a vital role because as a political leader you do not want to continue to make mistakes. When there is a failure, how a government official works through that failure will determine their future within the government.  It is important that government officials recognize the values of the community and the importance of community needs. 

Decision making process is based on the individual. There are people who make decisions using consequential theories and non-consequential theories, which are opposites by design and analytical approach, resulting in different ideas of the value and/or the importance of the policy recommendations.

The social choice theory, which concentrates on the mechanism associated with voting rules (Weimer & Vining, 2011).  From a litany of studies within political science, we identify the challenges of representative government. According to the public choice theory, it is critical that policy analyst understand organizational and the difficulties of implementing collective decisions in dispersed systems of government (Weimer & Vining, 2011).
