Whether it is a natural disaster, such as Hurricane Katrina, the Eruption of Mt. St. Helens, a devastating flood, or simply the de- population of a city, something has to be done. The question is, who does it?

You read about Scranton and what the city did to help itself. You read in the newspapers and heard on the news about how the Gulf Coast, Houston, Galveston, New Orleans, and Florida all have dealt with an onslaught of hurricanes. The northwest has experienced the devastation of a volcano eruption. Cities, like Portland, even though miles away, were bombarded and swallowed up by the weight of the volcanic ash. Buildings collapsed under the weight and a city had to be rebuilt. So, to repeat the question, who handles these problems?

Basing your response both on what you have learned and read in the essays and from experience and observation, in your discussion post discuss what the role of a local government is when its infrastructure is wiped out or it has to be concerned with such things as loss of industry, de-population, and deteriorating schools and businesses in downtown areas? Should local government be involved in the innovation and re-inventing of cities? Why or why not? Please provide 2 - 3 outside resources that support your opinion.
