Public governance and policy influences the type of energy resources a country uses. In countries where representation in the government is evenly distributed, implementation of energy policies that are environment sensitive is easier compared to countries where specific parties are favored by electoral rules. To ensure that energy consumption does not lead to environmental degradation, there is need for green parties within a country to be active and to advocate for renewable energy policies (Ghosh & Prelas 49).

In most emerging economies, energy security takes precedence over climate change. This is mainly due to the high demand for energy to run industries and to increase production. Energy security remains a major concern to most emerging economies, mainly due to overreliance on nonrenewable sources by most of these countries. Consequently, most governments prioritize energy security over climate change. The need to address global climatic changes, therefore, has mainly been driven by developed countries (Ren & Zhenyu 635).

Presence of electoral rules that strongly favor major political parties derailed the rapid growth of wind-power in the US. On the other hand, presence of stable energy policies coupled with financial incentives ensured that Germany experienced a rapid growth in wind-power earlier.
