Weber founds this position in the bureaucrat politician for the reason a bureaucrat not only fulfills the classical politician classification but in many administrative matters is ahead of the classical approach.

Behavioral approach emanated from the challenges of classical period, and entailed to analyze actual behavior rather than emphasizing on the classical one. This approach took into account the individual as a multidisciplinary unit of analysis and set the criteria to be scientifically proven by incorporating a range of perspectives.
