o the Revolution, Simon Schama, in the book, “Citizens: A Chronicle of the French Revolution,” argues, “A phenomenon of such uncontrollable power that it apparently swept away an entire universe of traditional customs, mentalities and institutions could only have been produced by contradictions that lay embedded deep within the fabric of the “old regime.”(xiv) Subsequently, brisk developments took place and varied attempts were made to put the nation on the path of democracy.

The ground realities in France in 1789 bordered desperation for the people. The mounting military expenses resulted in a budgetary fiasco. The aristocracy resisted reduction in payments from treasury and was not ready for the increased wealth tax. Louis XVI had ascended the throne in 1774 succeeding his grandfather. Though intelligent, he was controlled by his wife, Marie Antoinette, the politician without any foresight and she meddled in the affairs of the state. Her interference added to his problems. With poor leadership, political set up weakened, and finally resulted in broke down. Popular resentment assumed gigantic proportions.

The responsible government authorities tried to control the mounting national debt, by proposing reduction in payments, but the nobles resisted. The concerned authorities also failed to reverse the trends that led to the financial crisis. The assembly of nobles remained adamant and refused to accept reforms that slashed their incomes and perquisites. In a last ditch effort, Louis ordered the Estates General to take charge and suggest remedies but wrangling amongst the various financial and political authorities continued for six weeks.

Soon, the King totally lost control, panicked and ordered for stationing 18,000 army personnel near Versailles.
