Officials in the DOD are authorized to respond to save lives, protect property and reduce human suffering. When resources from this department are directed to support civilian authorities, command of those forces remains with the secretary of defense. These forces, however, coordinate closely with response organizations at all levels (Homeland Security, 2013) but the Secretary of Defense is accountable to the President and communicates information regarding all conducted operations. Pursuant to Presidential directive, the Secretary of Homeland Security is the principle Federal official for domestic incident management.

A governor of a state can call the National Guard Forces to respond to weather-related emergencies and disasters. These emergencies include floods, hurricanes and earthquakes (Brunsma, Overfelt & Picou, 2010). Depending on the nature and magnitude of an emergency, NGF can be called first to respond to an incident.

An example of an incident when NGF was called is during the Gulf Coast Hurricane Katrina. NGF responded in a span of less than four hours with its forces rescuing and saving lives on the streets and in the water. At the peak of the operation, NGF had over 50,000 soldiers and aviators carrying out rescue missions (Brunsma, Overfelt & Picou, 2010).

A military branch such as the Army or the Coast Guard can be called out when the nature of the disaster is specific to that branch. Disasters that strike domestic waterways of the US, for instance, will require that the Coast Guard be called out. The branch can also be called out when all other resources have been deemed insufficient. Under normal circumstances, a military branch is called out as the last resort in disaster management.
