The NGO of choice that this student has chosen to focus upon is that of Médecins sans Frontières (aka Doctors without Borders). As one of the most historically recognized NGO’s Médecins sans Frontières is charged with providing healthcare resources to populations in distress or conflict. As such, this organization is regularly employed in alleviating suffering in the most far flung and dangerous corners of the world. Furthermore, MSF is charged with maintaining absolute neutrality in whatever zone of conflict they may find themselves in. In this way, they are able to retain a professional code of ethics that is flavored by the overarching rubric of ethical responsibility and volunteerism among the medical professionals that make up its ranks.

Regardless of the zone of conflict that one can imagine over the past 40 years, MSF has been on the front lines to administer much needed medical aid to those most affected populations. In this way, rather than providing merely response aid to affected regions, MSF works actively to alleviate suffering in all its forms no matter what theater it represents itself. Although they are also active in conflict zones, MSF main focus is to administer to the needs of the most disenfranchised. As such, their team of volunteer medical professionals have an extensive support network that is funded by many governmental and public sources to achieve the work that they perform.
3. Your summary should indicate why your NGO should be considered as a friend, foe, or foil. Some NGOs play important roles in conflict resolution. Some NGOS stir up conflict. They also play important roles during the economic, social and governmental aspects of peace settlements--the kind of problems that often cause negotiated settlements to fall apart and conflicts to reemerge.
MSF cannot either be considered a foe or a friend in the zone of conflict. rather they are a neutral actor by charter and seek only to remedy the suffering of humanity wherever that may be found. In this way, the group has no respect for international boundaries, warring factions, and/or what side may be more politically correct on a key determinant. However, even though MSF cannot be considered as a friend or foe within the realm of conflict it is very easy to understand that this group can have a major impact on bringing two sides of a conflict to a more rapid resolution to the selfless nature of the work that they perform.
