Constantine settled a number of these problems, and he also took measures to render future controversies, on account of Arianism, impotent. This was achieved by his brilliant maneuver of establishing a test creed system that was applicable solely to the bishops (Hussey, The Cambridge medieval history 1966, 120). This proved to be a landmark reform in the church because, till that time, no specific creed had enjoyed any universal authority.
