Recall that validity refers to the accumulation of evidence to support the inference of test scores. Neither validity NOR reliability is a property of a test. Please do not use the phrase "... a test measures what it purports to measure."

The question pertaining to "Is it a more significant problem in some domains over others?" is confusing to say the least. A more appropriate question would be to ask if a score from a test might be interpreted differently depending on the consequences of the decision. (This is also addressed in the Principles).
